With the increasing popularity of mobile phones, the use of mobile phones by students has many adverse effects on school management and student development. In order to protect students' eyesight, allow students to concentrate on their studies at school, prevent addiction to the Internet and games, and promote the healthy physical and mental development of students, the following notice is hereby given on further strengthening the management of mobile phones for primary and secondary school students.
1. Limited access to campus. Schools shall inform students and parents that, in principle, personal mobile phones must not be brought into the campus. If a student really needs to bring a mobile phone into the campus, it must be approved by the student's parents and submit a written application, and the mobile phone should be handed over to the school for unified custody after entering the school, and it is forbidden to bring it into the classroom.
2. Refine management measures. Schools should incorporate the management of mobile phones into the daily management of schools, formulate specific measures, clarify the places, methods, and responsible persons for unified storage, and provide necessary storage devices. The need for students to call their parents should be addressed by setting up public telephones in schools, establishing a communication hotline for class teachers, exploring the use of electronic student ID cards with call functions, or providing convenient channels for other parents to contact students. Strengthen classroom teaching and homework management, and must not use mobile phones to assign homework or require students to use mobile phones to complete homework.
3. Strengthen education and guidance. Schools should strengthen education and guidance through various forms such as speeches under the national flag, class team meetings, psychological counseling, and school rules and discipline, so that students can treat and use mobile phones scientifically and rationally, improve students' information literacy and self-management ability, and avoid simple and crude management behavior.
Fourth, do a good job of home-school communication. Schools should inform students' parents of the relevant requirements for the management of mobile phones, and explain the dangers of excessive use of mobile phones and the necessity of strengthening management. Parents should perform their educational duties, strengthen the supervision and management of their children's use of mobile phones, and form a joint force of home-school collaborative education.
5. Strengthen supervision and inspection. The county-level administrative departments for education should guide schools to refine regulations on the management of mobile phones, widely listen to opinions and suggestions, and promptly resolve problems in the management of mobile phones in schools. The education supervision department should include the management of the school's mobile phone into the scope of daily supervision, to ensure that the relevant requirements are fully implemented in place, and to promote the healthy growth of students.
